While it's not quite 10 years old, my 97 blazer has a governor that'll keep it under 100. Freaked me out the first time I hit it, thought my engine had died or something on I5 in the middle of nowhere My '02 Avalanche had one too. Didn't remember till you mentioned the part about thinking the engine died. Maybe they only do it on the trucks.
