Yep. Who decides which citizens are too mentally unstable to exercise their 2nd Amendment rights? Who appoints or allows that person to make that decision? Who decides what parameters must be met to allow or disallow rights? What political views might be deemed to be too extreme to allow gun ownership? By whom? Too much room for persecution. Then there is the whole question of reinstatement of rights and who might bear responsibility for the consequences of any decisions made, one way or the other.

Because the government (as a whole) doesn't like to give people their rights back. It just likes to take them away. The founding fathers understood that. That's why they gave us the BOR. I think it ultimately comes down to an individual person who will make the decision to reinstate the "denied" rights of gun ownership to someone who had previously been judged to be too mentally unstable to have a gun. That bureaucrat may not want to bear any responsibility if the previously disenfranchised citizen goes off the rails again.

A quick search suggests that "savings bonds" are redeemable only by the registered owner (and I assume "non-transferable"). OTOH, although "negotiable" bonds are more easily transferred to another owner, they are registered to a specific owner and there is still a legal process for transference other than just handing them over like cash ...or finding them. http://www.investopedia.com/terms/n/nonnegotiable.asp But, how many owners has the desk gone through from the original owner of the bonds to the new owner of the desk.

That is AGAINST THE LAW in NYC!! You could have scared the bejezzus out of him if you'd have demanded to see his permit or threatened to turn him in to the po-po. (bet he didn't have one!) It's even MORE against the law to open carry like he was doing ...even if he did have a permit. (well, unless he was a retired LEO or an armed guard ...or a celebrity.) -

And a lot of them are brown!!...... Sounds a lot like that popular Canadian sport ...the one with the custom "bat", scary misled kids, etc. Well, except for the "brown" part. Ironic, considering some sources place the roots of the game in Ethiopia.
