I would guess that Pratt&Whitneys heartburn is with the fact that by the FAA allows us to operate turbine aircraft as a commercial operation but that we are not required to meet the requirements of Cycles, Landings, times, and inspections, etc. that are required in commercial use under 121 or 135 operations because we operate under part 91? I can see that they might feel they assume some risk and donot have the comfort of a required maintanance program to help to protect them in the event of an accident. Just my guess? -

. There are various types of "commercial operations". Skydiving operations fall under part 61 and part 91. To say that only an annual inspection is required under part 91 is incorrect. Any A/C operated under part 91/61 for hire is required to have an annual and a 100hr inspection. An example of a non commercial operation as it relates to skydiving would be some friends getting together to skydive, useing an unpayed pilot and splitting the overall cost of the A/C operating expenses between them. That would include the pilot. The second you introduce students that are paying for there jump, or charge for a jump ticket, it becomes a commercial operation and thus the A/C is required to have both the annual and 100hr. Blue ones DA I agree with you completely! Unfortunately there are "Clubs" whom do not adhear to these requirements and believe that should something happen (aircraft or student wise) that they are ammune or hidden from responsibility by the "Club" status! I have spent a considerable amount of time researching this approach to the sport and have been inform by most attorneys, (civil and FAA) that the "Club" guise would only be a minor inconvience in a law suit and that the court and the FAA would hold the jump operation to the requirements and standards of a commercial operator should an accident occur. -

Larger turbine aircraft have required inspections and compotent replacements by "cycles" on the aircraft. A "cycle can be start and shut down on an engine, (as applies to Pratt&Whitney Turbines) on the Otter airframe it is a wing (Inspection/replacment) and landing gear (inspection.replacment) these are very costly and required for continued legal operation of the aircraft, without this "cycle" information the aircraft and related compotents become unairworthy and unusable as to the fact that their is no history of the total number of uses of the compotent. Kind of like getting a reserve inspection but the rigger doesn't sign the card, or youy lose it, you know the inspection was preformed but with no data to confirm this the repack doesn't count, it cannot be legally used. Every time a Turbine turns a prop, and places a cycle on the airframe (take off and landing) it is one cycle closer to being unusable with out expensive compotent replacement! Turbine aircraft operation is "very" expensive! -

I was at a meeting at one of the PIA symposiums 10 plus years ago that was offered by a representative of Pratt&Whitney. The meeting was started by the representative stating that they had visited many of the skydiving operations using their powerplant on jump aircraft, (the aircraft types, Otter, Kingair, Caravan makes no difference) and had reviewed the maintenance programs and procedures use by the jump operations with reference to Pratt&Whitney required maintenance programs. He stated that no jump operation that they had visited utilizing Pratt&Whitney Turbine aircraft engines met the minimum inspection and part replacement schedule requirements as established by the manufacture. Where people get lost in this statement is the catagory in which we as jumpers utilize these engines, Pratt&Whitney assumes that these engines are used and maintained by standards set and required in part 121 and part 135 aircarrier operations, we on the other hand operate under part 91, where in reality all requirements are off (pubic and private use) In part 91 you are only required to perform an annual inspection of the entire aircraft and powerplant. Many jump operations have chosen to perform 100 inspections as they feel that they are considered commercial operations and "should" perform these inspections, most "Clubs" hide under the guise of 91 and do not perform these inspections, as they claim to not be commercial in their use. So in reality we have for all time in sport skydiving been slipping under the FAA and Manufacture radar of inspection requirements by being allowed to operate as Part 91 operators. I believe that in court if it is brought to light that the aircraft and powerplant are in reality being used in a commercial business operation under the guise of part 91 that Pratt&Whitney or any other provider would possible be found less responsible or liable as the end user is deceptive in the nature of the use of the equipment. What are they going to get in a law suit against a DZ? no insurance, no profit, only debt. Time will tell. -
It is like everything else that is offered in the world today! "You can have anything you wish" all you need to do is pay the price!!! When the up jumpers start paying for jumps at a price that covers all expenses for the aminities and aircraft that they require and leave a reasonable profit for the provider, you will see services improve and DZs start to cater more to the up jumpers. The up jumpers have ridden freely on the back of the Student operations for years, It appears the time is coming that they are required to pay their own way. Like it or not a Drop Zones are businesses.

(I think you are really into the red dirt up your ass thing?) Glade you were here to enjoy! Now quit the job and haul you butt back to KC. and if it will make you happy we will set up a fan where you pack and though dirt into the airstream every now and then to bring you back to reality! and yes! Well it is Monday and I have survived another one! The weather threw us a few curves, but it was a great event! We flew the Otter all 3 days, in between the showers and windholds, not as many lifts as we wanted! But still had a great time! The guys are cranking on the Boogie DVD as I post! We would like to thank: Aerodyne, Performance Designs, Larsen & Brusgaard, GO-FAST, Reaper Wear, Gatorz, The Skydive Store, Sunpath, Boulevard Beer, Dave Swartz and Skydive Radio, Skydive Chicago, for all of their support of this event, and of course for all of the great giveaway items and discounts that they offered during the drawings! Some serious parties around the Fire Pit every night (that ended the next morning at 6:30 AM just ask Nate and Jeff!) Dorinda hurt everyone with the Dorinditas she spins up. The Bar-B-Q by Bill Rouseau and Swine Flew was off the chart!! Food to die for! What can I say about the Bands!!! Red Rage! started by rocking the house! Than the place was knocked to the ground by 90-Minutes! (Don't ever miss a chance to experience this band!) Balls out great! KICK ASS! SOUNDS!!! You really dropped the ball if you missed the Saturday blowout! Everyone had a great time! got to see old friends and make some new ones! Super good vibes! Last but by no means least I want to thank Skydive Kansas City, Skydive Kansas, and of course MRVS and their staff for all of the hardwork and support to make this event run smooth, and one for the Books! All I can say is if you feel there is no support for up jumpers in the KC area, you sure as F#@k was not in attendance at the S.O.B. event, and until you attend your opinion doesn't count! If you were not at the S.O.B. Boogie today at MRVS you were pissing in the perverbial wind! We were jumping the Chicago Super Otter!!!! It was a little late arriving, weather issue, but it was not bad here at all high overcast, light winds, Fun Dives! Tonight! camp fire, cold beer, naked women, you name it its happening here!!! Several manufactures here, given away stuff, and Bar-B-Q! We are ordering some good weather for tomorrow! So if you want to have a great time come and see us!

8. PARACHUTE ALTERATIONS. Parachute alterations are changes to the FAA-approved configuration. Examples include installation of reenforcement tape or fittings, alteration of the harness such as changing the size, removal of a manufacturer-installed part, or the installation of an AAD on an auxiliary/reserve parachute system in which the manufacturer does not authorize such installation. a. An alteration to an approved parachute system used for intentional jumping must be done in accordance with approved manuals and specifications and only by those with specific authorization to perform that alteration. Specific approval is not needed for the method of altering a main parachute. A person seeking authorization to alter an approved parachute system should proceed as follows: (1) A person qualified to alter a parachute (as listed below) should contact his/her local FAA Flight Standards District Office (FSDO) inspector to discuss the proposed alteration. The applicant should be prepared to show the inspector the nature of the alteration by using a sample assembly, sketch or drawing, and be prepared to discuss the nature of the tests that will be needed to show the altered parachute meets all applicable requirements. (2) The inspector will review the proposal with the applicant, and a plan of action will be agreed upon. (3) The applicant will then prepare an application, in letter form, addressed to the local FSDO. All pertinent data should be attached. The data should include: (i) A clear description of the alteration. (ii) Drawings, sketches, or photographs if necessary. (iii) Information such as thread size, stitch, pattern, materials used, and location of altered components. (iv) Some means of identifying the altered parachute (model and serial number). (4) When satisfied, the inspector will indicate approval by date stamping, signing, and placing the FSDO identification stamp on the letter of application. b. Alterations to Approved Parachutes may be Performed Only By: (1) A certificated and appropriately rated master parachute rigger. (2) A certificated parachute loft with an appropriate rating. (3) A parachute manufacturer. (4) Any other manufacturer that the Administrator considers to be competent. If you notice AC 105-2c makes no reference to a service bulletin and as I understand is rigger and serial number spacific and must have a per request letter with stamp of approval. We are all allowed to interpret these rules as we see fit. You choose.

Yes! and as a master rigger what must you have in hand that enables you to alter or modify a system from its manufactured configuration? Authorization (in writing) from the representative of the FAA or the Manufacture. The bulletin issued from Sunpath states that they "Strongly" advise against removal or disconnecting the RSL System. First I do not consider this bulletin to represent an authorization issued to myself to allow me personally as the master rigger to change this system when the same document "Strongly" advises against it. How do I justify my decision for removal in a court of law when I have been left out in the cold with the wording of the bulletin? So I am left to justify on my own behalf these considered exceptions that are mentioned? These exceptions are not named or identified which leaves the barn door open for interpertation. Smells of the saying scape goat! Just my opinion.

The catch is for the Master Rigger to be "legally" able to sign this off he must obtain permission to alter from orginal configuration from the manufacture of the assembly (which Sunpath I'm sure will not issue) or the respresentative of the administrator of the FAA, If the Master Rigger just does this on his own without this premission to alter and something were to occur, his ass is "all" the way hanging out!

JR, Thanks! It is about time for some factual posting on this subject. Now the MRVS side of the story! A few weeks ago on a Saturday we received a call from a group, early in the afternoon that were requesting tandem jumps, "That day" we were booked, but I ask the staff what they thought? Their reply was if they didn't require Video they would take on the extra work. After they arrived and did all of the usual paperwork, orientation to the area ETC, I said that they would need to view the video, so we could train them in preparation for their jump. They stated that they had been at another location all day prior, and had received training and were waiting to do their tandems but the aircraft had broken, or was running poorly and blowing oil out on the aircraft. they did not have a good feeling about the A/C problem and elected to try another location, they stated that they had called us prior but had chosen another location, because it was closer, and that the wed site of the prior DZ had lead them to believe that this was a full on center with a large staff, aminities, and turbine aircraft, but when they arrived they found a tent, picnic table, used RV and a small building that was on a trailer that looked like an outhouse. They were pleased with what they viewed at our location and said they wished they had driven the extra distance in the first place. We started to go over their responsibilities to do this jump and referred to the training video, they stated that they were not offered a training video, and that the training consisted of a fat lady standing on a chair demonstrating an arch and than had them preform an arch on some type of bench, then they were told that they were ready to jump. We completed the required training, and told them to make themselves comfortable and watch the jumpers as we would page them when it was their turn to jump. A few minutes later as I crossed the ramp to the landing area I noticed several of them in the parking lot opening a fresh beer! I stopped them and informed them it is against DZ rules to drink beer prior to the last lift of the day and that there are FAA rules which disallow consumption of alcohol and participation in aviation activities. They said they had were allowed to drink beer at the previous location, and that the DZO had provided them with cups to use so as to not upset the local persons at the airport. After speaking with all of them we choose to take 7 of the 9 on jumps, we confrimed that some had not drank and the remainder had a beer or so several hours earlier and were confortable that the drinks would not be an issue. The jumps were uneventful. I spoke with fireball girl later that afternoon and relayed the story of these tandem students, as she posted here. On Sunday evening after the days end I was doing the daily paperwork and noticed the regional directors name and number on a note from the manifestor? I phoned to ask if he had called, he said no but he had been making some inquireys, around the area, and said that I, and MRVS was under investigation for ethics violations as requested by the DZO of the location that the tandem students had left the day prior, and that he had received the request that Sunday morning? Strange? Very Strange? I reported the tandem student incident to him at that time. The next day after another conversation and at the request of the regional director I phoned the DZO whom had filed the complaint against me, and spoke with him about the tandem student incident and he assured me that it was not as it seemed and there was no wrong doing on his part, I excepted his explantion of the incident and did not report it to Rig Manufacture, FAA, or any one other than the regional director, whom I believe investigated it on the behalf of uspa. To my knowledge this investigation against myself and MRVS is ongoing? Do I believe that the aledged violations investigation will provide any substance? NO! Did I break rules with the tandem students? NO! Did I violate any ethics requirements of uspa with information or involvement or statements I made in the meeting minutes provided by JR? NO! Not unless the "Truth" is unethical? BUT! there are some members in the alphabet organization whom would prefer that the truth not be spoken! It better suits their purposes if left unsaid, they utilize the mushroom approach to information, "Keep um in the dark, and feed them shit" As a very good friend whom has friends with big business knowledge pointed out to me, when in business if you provide information that is wrong the oppositions response is to prove it wrong, But! Yes I do understand, and "I Myself" assume the responsibility to contact and inform any and all whom might, be planning to use the services that I offer! I "do not" hide under the guise and Illusion that my operation is open for business, and leave all of the other local DZ's with the responsibility to explain why, and for what reason "this week" that "Kansas Citys" only full time turbine DZ is not open. This practise in my opinion is complete and utter "Bull Shit" and a disservice to all jumpers in the area and the other competing operators. If you agree or not! that was my reason, and frustration with my post! Consider this your warning. We are not going to have another thread that bashes the KC Skydiving Center. Than consider this my last response, and or post on this forum, I live in AMERICA! I have the right to state my feelings and opinions in any method that I choose! It is one of the last things that some bureaucratic asshole is not attempting to take away from me at this time! If you and or all of the persons whom read these posts continue to allow the supposed gray areas of other persons feelings and opinions, to direct and control your decisions and what you might say, or do, than you should pursue this without the imput or support of "so called" trouble makers such as myself! Sorry but every thing in this world is either Black or White! And the rest of the truth is that posting in this manner is small-minded and petty. Is that really the impression you want to project here? Yes, let people and dropzones stand and fall on their own merits, and if KCSC falls it should be on their own merits or lack thereof, and not whatever you do to hasten. For many people, the attitude of the DZO is one of the merits. And stepping on people so that you can say you're taller is chickenshit. This is a forum that people who are traveling look at, to get a feel for the dropzones where they'll be visiting. Wendy W. So we agree to disagree? You feel I'am stepping up? again we disagree! Lets face the facts most if not all people could give a fuck who the DZO is as long as they get the altitude they want, and a cheap price on lift tickets! We as the DZO's are left to address the situations that the actions of the jumpers and others leave behind, If I gotta clean the mess, then I'am gona bitch about it! -

I only posted the "Truth" about the current status of the DZ! No one else is???? They post on the forum on the 4th that they are hosting a boogie, than cancel it the next day and decide to not inform anyone? Piss poor business move in my opinion. I get to handle the calls from persons whom come to an empty DZ and start calling around to other DZs for an answer! If they are going to start a shit storm, they need to learn to clean up their own mess! I never said that this place sucks! You said that! I'am a DZO and I am sure there are many who think I am a dick! Their opinion just like yours? You ask why doesn't he just post it here on the site? this is a contract, you need to understand the requirements or, (my recommendation) take it to an attorney for his enterpretation, this way you can eliminate the, he said, they said, it means, Yada Yada, bull shit. As far as emposters, it seems like they are all coming from you and your friends. I am sure that a mutual acquaintance of ours, who jumps at your drop zone "JW", who once worked with one of my closest friends mentioned to you that he knew me and through this Paul. I finally responded on my own accord, because I am sick of people bashing and lying about my brother and painting such a negative view of your beloved sport. Anyone paying attention to all of this has seen that clearly. Do you expect anyone to believe that everything you and your friends have said regarding the opening of my brother's drop zone is out of care for the sport and not what you see as a threat to you and your business? Look, between everything said and done in the city of Harrisonville, the council meeting, and on these posts, the truth of your motives are easily seen. You know, after the council meeting, I asked Ed Scott if this was usual for these kind of antics to surround someone trying to open a drop zone. He said he had been doing this for years, and had never witnessed anything like this in his career. He was shocked with what was happening here. Paul did not contribute to any of this negativity. My brother tried to reach out and work with you all. All he has been trying to do is begin a business while you and the others keep trying to bring him down, even if that meant bringing down the reputation of sky diving. He has not done any kind of "dirty work." Amazingly, he has kept his head held high and gracefully jumped over every obstacle that you people have helped to create. I have not heard him say one negative thing about you or anyone else involved with tearing him down in any of the council meetings or on any of these posts. That should say something about his character. The last Time! I am finished with this Huge Monstrous crock of shit pissing contest about this new DZ, Read my lips! I DON”T GIVE A FUCK!
