  19. USPA does have "rules", called Basic Safety REQUIREMENTS". However USPA is not a government agency and can't make rules enforceable by any entity other than itself. In other words, skydiving in the US is mainly self-regulated and that system has worked very well. Like the Velo in the early years, PD will be very careful who they release the Peregrine to. But just like the Velo, PD will not be able to control the sale of used units down the road.
