I stand corrected. You are right...our laws presume people are innocent until proven guilty, and we should follow this tradition to the end. So a hypothetical solution owuld have people getting a drivers license showing a proof of legal status in this country. Anything suspicious gets them arrested, they go to court, they are found guilty and given the choice to go home. Not agreeing to go home, gets these people sent to camps, similar to the camps we were sending JApanese two during WWII. Is my view too harsh and inpersonal?
