From what I can see in the picture there are a few observations that can be made and only that. The bag is not a speed bag, the container is not a current production as the drogue release design that is shown in the picture was changed about 5-6 years ago.
This issue is not restricted to this brand tandem only. There are many variables and packing is one that I would be looking at. While I agree with others about the RSL, I don't know if they still offer it but they used to make a single sided RSL for the containers.
All tandem containers have their issues. I personally saw a release system that is considered the in thing right now fail thee out of four times on actual emergency deployments.
