    I would hardly call that design "truth." It's an interesting concept, but I can see a bajillion things they'd need to deal with before that could possibly work. Rotor flight is not very efficient, which means they're going to need an engine that breathes air. Making the switch from an air breathing engine to being submerged would be a bit of a nightmare. No argument here but you have got to start somewhere.
