    The thing about quotas is crap(speaking from the LE side) THERE IS ALWAYS A QUOTA!! It is called the Traffic Enforcement Index. Number of tickets written must be in proportion to number of accident to recieve a certain percent at the end of the year, don't let ANY LE Officer tell you any different. Commercial Jammers are pretty un predictable, have to find some skydive genious on here and we all make a mass order for him to fill to make it worth his while.
