The grounds for investigating don't necessarily work like that. You start looking into it "investigating" and THEN you gain evidence. Sure, you can start with a dead body or someone handing over something like emails between campaign members and other parties but it's not needed. First off. There is no evidence currently tying Trump to Russia. So obviously there was no evidence at the time Trump fired Comey after Rosenstein recommendation to do so.
