At first glance this appears to be a good idea. Higher pay for teachers that do a good job. Although it seems to come from the "No child left behind program" which hinges on standardized tests. Which leaves the question, what happens to the teachers that don't teach teach subjects that relate directly to these tests i.e. music teachers, art teachers, etc. Is there going to be a seperate program for these teachers I'm just scratching the surface here.
