State of Emergency Declared in Basra, Iraq Thursday, June 1, 2006 4:56 AM EDT The Associated Press By QASSIM ABDUL-ZAHRA BASRA, Iraq (AP) — Iraq's prime minister declared a state of emergency Wednesday in once peaceful and oil-rich Basra, as the sectarian and militia violence engulfing the country's capital spread to its southern economic heartland. In his first major policy speech since his government was sworn in May 20, Prime Minister Nouri al-Maliki vowed to restore security in Iraq as attacks around the country claimed 25 lives and wounded dozens. "We shall use an iron fist against the leaders of the gangs or those who threaten security," he said, apparently referring to the militias as well as rival tribal groups. "And we shall ask all security departments to draw up an effective and quick plan to achieve security." Al-Maliki promised to crack down on sectarian gangs in Basra and declared a monthlong state of emergency, which broadens arrest powers for Iraqi security services and establishes an evening curfew. It was the only state of emergency in effect across Iraq, according to officials. Other cities where violence is rampant, such as Baghdad and Ramadi, only have curfews. "The state of emergency imposed in Basra for one month is made up of a group of exceptional measures imposed for a specific time by the prime minister for dealing with some events," Interior Ministry Undersecretary Maj.-Gen. Ahmed Al-Khafaji said from Basra. He added that "Basra is the only province in Iraq that has a state of emergency." Tensions have been worsening in the Shiite-dominated area, where Britain has about 8,000 soldiers, and mostly Shiite militias have been attacking Sunni Arabs and battling each other. Al-Maliki was addressing about 700 tribal sheiks, religious leaders, officials, army officers and other residents in Basra, Iraq's second-largest city, 340 miles southeast of Baghdad. Shouting broke out in the auditorium before al-Maliki spoke, with several tribal leaders accusing local officials and security forces of being behind the violence. But the prime minister calmed them down from the podium, saying "we cannot negotiate with everybody shouting." The Shiite prime minister traveled to Basra with his Sunni Arab vice president, Tariq al-Hashimi. Both leaders said security must be restored before prosperity can return to the port city. "There are future plans to improve Basra," al-Hashimi said. "But to prepare suitable circumstances, security must be restored and that is why we are here." Iran's hand also is rumored to be behind Shiite militias in Basra, although little evidence of a direct link has been made public. U.S. officials have long accused the Iranians — though not necessarily the Tehran government — of smuggling weapons to Shiite militias in Basra. "Basra is no exception from what is taking place in Baghdad, Anbar, Nineveh and Diyala," al-Hashimi said, referring to other volatile provinces. "There are malignant campaigns and malignant intentions and there are malignant agendas to deepen divisions among Iraqis," he said. "They intend to divide the country." In the months after the 2003 invasion, British troops enjoyed relative peace in southern Iraq compared with the restive Sunni regions further north. But violence in the region has escalated. Nearly 140 people, mostly Sunnis but also Shiites and policemen, were killed in Basra this month alone, police Capt. Mushtaq Kadhim said. On Thursday, a bomb struck construction workers waiting for day work in central Baghdad, killing at least two and wounding 18, police said. In other violence Wednesday, according to police: — A mortar attack killed nine people and wounded 20 in Baghdad's Dora district. — A car bomb targeting a police patrol in Mosul killed at least five policemen and wounded 14. — Gunmen ambushed a minibus in Baqouba, northeast of Baghdad, killing at least five people and wounding three. — Jamal Kadhim Hassoun al-Zamili, former governor of Diwaniyah south of Baghdad, was killed in a drive-by shooting, while a bomb hidden in an air conditioner killed the mayor of Muqdadiyah, north of Baghdad. — A 24-year-old sportscaster for al-Iraqiya TV, Ali Jaafar, was gunned down near his home in Baghdad. The Committee to Protect Journalists condemned the slaying, saying insurgents have frequently targeted the station because of its ties to the U.S.-backed government. — Gunmen killed a Shiite muazzin as he was leaving his house to go to the Imam Ali Mosque in Baghdad. — Police in the northern city of Mosul said gunmen killed two civilians and wounded another. — At least 19 bodies were found in Baghdad, many blindfolded and handcuffed, apparent victims of sectarian killings. -

BOSTON - A veteran who lost both arms in the war in Iraq is suing filmmaker Michael Moore for $85 million, alleging that Moore used snippets of a television interview without his permission to falsely portray him as anti-war in "Fahrenheit 9/11." Sgt. Peter Damon, a National Guardsman from Middleborough, is asking for damages because of "loss of reputation, emotional distress, embarrassment, and personal humiliation," according to the lawsuit filed in Suffolk Superior Court last week. Damon, 33, claims that Moore never asked for his consent to use a clip from an interview Damon did with NBC's "Nightly News." He lost his arms when a tire on a Black Hawk helicopter exploded while he and another reservist were servicing the aircraft on the ground. Another reservist was killed in the explosion. In his interview with NBC, Damon was asked about a new painkiller the military was using on wounded veterans. He claims in his lawsuit that the way Moore used the film clip in "Fahrenheit 9/11" _ Moore's scathing 2004 documentary criticizing the Bush administration and the war in Iraq _ makes him appear to "voice a complaint about the war effort" when he was actually complaining about "the excruciating type of pain" that comes with the injury he suffered. In the movie, Damon is shown lying on a gurney, with his wounds bandaged. He says he feels likes he's "being crushed in a vise." "But they (the painkillers) do a lot to help it," he says. "And they take a lot of the edge off of it." Damon is shown shortly after U.S. Rep. Jim McDermott, D-Wash., is speaking about the Bush administration and says, "You know, they say they're not leaving any veterans behind, but they're leaving all kinds of veterans behind." Damon contends that Moore's positioning of the clip just after the congressman's comments makes him appear as if he feels like he was "left behind" by the Bush administration and the military. In his lawsuit, Damon says he "agrees with and supports the President and the United States' war effort, and he was not left behind." He said that, while at the Walter Reed Army Medical Center recovering from his wounds, he had surgery and physical therapy, learned to use prosthetics and live independently. He also said that Homes For Our Troops, a not-for-profit group, built him a house with handicapped accessibility. "The work creates a substantially fictionalized and falsified implication as a wounded serviceman who was left behind when Plaintiff was not left behind but supported, financially and emotionally, by the active assistance of the President, the United States and his family, friends, acquaintances and community," Damon says in his lawsuit. Moore did not immediately return calls seeking comment Wednesday. A message was left for Moore at a personal number in New York and with HarperCollins, publisher of Moore's 2002 book, "Stupid White Men...And Other Sorry Excuses for the State of the Nation!" A spokesman for Miramax Film Corp., also named as a defendant, did not immediately return a call. Damon did not immediately respond to a request for an interview. "It's upsetting to him because he's lived his life supportive of his government, he's been a patriot, he's been a soldier, and he's now being portrayed in a movie that is the antithesis of all of that," Damon's lawyer, Dennis Lynch, said. Damon is seeking $75 million in damages for emotional distress and loss of reputation. His wife is suing for an additional $10 million in damages because of the mental distress caused to her husband, Lynch said. HEHER, Associated Press Writer Wed May 31, 4:08 PM INDIANAPOLIS - A family sat by their daughter's hospital bedside for weeks after an auto accident before they realized that the blond-haired young woman was not their daughter after all, but another college student injured in the wreck. Their own daughter, it turned out, was dead and buried. In a tragic mix-up, one family was incorrectly told their daughter had died in the April 26 crash in Indiana, and another was erroneously informed their daughter was in a coma. The two young women looked remarkably alike, and the one in a coma suffered facial swelling, broken bones and cuts and bruises, and was in a neck brace. The family of Taylor University student Laura VanRyn, 22, disclosed the mix-up Wednesday on a Web log that they had used to record detailed updates on the young woman's recovery. "Our hearts are aching as we have learned that the young woman we have been taking care of over the past five weeks has not been our dear Laura, but instead a fellow Taylor student of hers, Whitney Cerak," the VanRyns said on the blog. The family said that as the young woman began regaining consciousness at a rehabilitation center in Grand Rapids, Mich., she said things that made them question her identity. As recently as Monday, the VanRyns reported: "While certain things seem to be coming back to her, she still has times where she'll say things that don't make much sense." Officials at Taylor University, an evangelical Christian college in Upland, Ind., about 60 miles from Indianapolis, confirmed the case of mistaken identity. "We rejoice with the Ceraks. We grieve with the VanRyns," said Taylor spokesman Jim Garringer. He said the Grant County coroner notified the school of the error. Four Taylor students and an employee were killed when their van was struck by a tractor-trailer that had drifted across a highway median. Those in the van worked for Taylor's dining services and were preparing for a banquet for the inauguration of a new president of the 1,850-student school. It was not clear who mistakenly identified the victims or how the error happened. The coroner's office did not immediately return a call. But the VanRyns, who are from Caledonia, Mich., said their daughter and Cerak, 18, of Gaylord, Mich., bore an "uncanny resemblance." Most of the crash victims had funerals with closed caskets. A month ago, an overflow crowd of more than 1,400 people turned out for what they thought was Cerak's funeral in Gaylord, Mich. The VanRyn family used the blog to provide progress reports on the young woman, reporting, example, that her hair was in pigtails or braids, that she managed to feed herself some applesauce, that she played a game of "connect four" with one of the therapists and did quite well, and that she performed an exercise in which her therapist gave her a word and she had to supply the word's opposite. A call to the VanRyns was not immediately returned. An attorney for the Cerak family did not return a call either. Prosecutors are weighing criminal charges against the truck driver, saying he may having fallen asleep at the wheel.

It's not the report that is irrelevant, but his interpretation and application of the report. We were talking about the effect of the British gun ban on crime in England, and he went off on a tangent and started comparing British crime rates to American crime rates. That's another topic altogether, unrelated to the British gun ban and its efficacy at stopping armed criminals. You can't determine the effect of a gun ban in England by talking about America. You only have to compare crime ratess in England both before and after the ban. OK, Chicago is in America, has a gun ban, and its homicide rate is decreasing. gee it really had the creeper effect didn't it?

Former Marine Fends Off Atlanta Robbers By Associated Press Tue May 30, 10:22 AM ATLANTA - A former Marine used a pocket knife to fend off a group of would-be robbers, killing one and wounding another, police said. Thomas Autry, who authorities said will not be charged, had been walking home from his job waiting tables Monday night when four people got out of a car and chased him, Atlanta police detective Danny Stephens said. One of the attackers had a shotgun and another had a pistol, Stephens said. The suspects caught up with Autry, who yelled for help and pulled a knife out of his backpack. He kicked the shotgun out of one of the attacker's hands and stabbed both a 17-year-old girl who jumped on him and a man who also attacked him. The suspects fled in their car but police found them later at a hospital where the girl was pronounced dead. The man stabbed in the incident was in critical condition, Stephens said. Autry's attackers will face robbery and aggravated assault charges and are suspected in other robberies over the past week, Stephen said. Stephens credited Autry's military training with helping him fend off the group. "I would say he had to do what he had to do to stop the threat," Stephens said. "You can tell his training kicked in and he knew what to do." Autry, 36, suffered a cut to his hand and a bruise on his chest, Stephens said. Quote What a drag -
