Go for the frame every time - the nature of mountain biking means that you will trash parts whether they are high end or not, so if you make sure you get the best frame you can afford, then upgrade components when stuff starts breaking. As for V's vs disks, a well set up set of V's is still an awesome brake setup and willl pitch you over the front if you are heavy handed. They can be lighter too.
