we are talking altitudes of 31k+, so I really can't see a skydiver actually falling through these. maybe those record breaking high altitude people. I think it would be perfectly fine, assuming that the boundry layer is thick enough. one thing to remember is that at 30k feet, you wouldn't be falling at 120mph... but much much faster. so the boundry layer would have to be fairly thick.
