Its very common for males to mark in new places. Especially if you have had other animals there. Athough, it most certainly should be reprimanded with a strong No when you catch him, followed by taking him outside. I would still recommend neutering him soon though, to prevent possible dominance issues, and to prevent certain health problems. A year of age is not actully too late for neutering. It basically means he has all of the proper male hormones, and he is going to look more "like a boy". We usually don't neuter male dogs until atleast 11 months of age for that reason. Different vets have different opinions on the matter. Keep in mind if he has been at a shelter, he was allowed to pee where ever, so proper house training should fix him of this in no time. Congrats on the new beagle, they are a great dog, however, you may want to get him microchipped (if he isnt already) and have extra id on his collar..they love to run!!!
