    I know for a fact that Annemarie at Z-hills would find you someone to jump with, if not jumping with her (sometimes her groups get somewhat large so they try to split them up between organizers). I've been on dozens of jumps with people who just got their A-license, she tailors the jumps and the slots to the experience levels of the people jumping.     If it's a repair on the deployment system that was already installed, that's one thing, but adding components and modifying the deployment method is a modification. (as Rob and MEL have stated) Sewing a BOC pouch on and changing the bridle/pc over isn't rocket surgery, but it is a legality thing.     I don't believe there is a 'canopy endorsement', however I'm positive if you want to get it filled out, the USPA is behind you 100%. You just don't have to send it in for your license (or at all for that matter).

    I think it's a good plan, just gotta see how it gets implemented. Also, who's authorized to be a 'verifying official'? The card says it has to be a S&TA who must verify the training and only they can endorse the card... but the DZ is responsible for verifying the S&TA and verifying officials' qualifications.     it has little to do with time saving (for me) and more to do with getting away from retarded drivers. BTW I break ZERO laws when riding, stationary splitting is not illegal But it IS here... I've never been to Australia, so I cannot comment on the driving there, but here in Florida, it IS illegal and that's where I'm pissed off at.     I would think that many different changes would open up many different problems. Complexity in rigging/packing/deployment could end up killing more people than a reserve horseshoe. Matter of fact, when was the last instance (I haven't heard of any) of someone dying because of a horseshoe on their reserve?
