How is a military "Quick Reaction Force" to deal with civil unrest any different from martial law already?

When I was in school there was math, science, English (grammar and literature), 2 foreign languages (I did French and Latin), history, world geography. No health ed, sex ed, how to balance a checkbook or cook a souffle, etc., you were supposed to learn that stuff elsewhere. I got most of my sex ed from my first girlfriend.
