I think it's more a "deer in the headlights' thing... You know what's going on but your in such shock you can't move. I don't know, I've heard stories (and they may just be stories) of people actually walking out to collect shells when the water recedes because of an approaching tsunami. Obviously we all now know the destructive power, but I'm guessing they didn't realize the magnitude of what was happening.
