    Is it based on fingerprints? Several years ago we've tested a few fingerprint readers (laptops, locks and two access control devices I can't disclosure). Our findings were that basic fingerprint readers were just a joke in terms of security, and crappy in terms of detection. They have either a higher rate of false negatives or false positives, and each one of them could be hacked by providing a photocopied fingerprint on paper, latex or special materials. One model also shut down and unlocked by static electricity from a regular lighter! I always thought it's a poor local joke, and never happens in real life, leaving exceptional circumstances aside. Isn't it?     There is even more crap in the budget which they call "accounting gimmicks", which is technically a way of shifting current debt to 2010. One of them, for example, is to pay state workers on Jul 1, 2010 instead of June 30, which is then paid from 2010 budget. Since I read it the first time I wondered what the state would do if you just refused to withhold more taxes than you owe. Especially what can the state charge you for? This is obviously not tax avoidance, because at the end of tax year you pay what you owe (you will just get a smaller return), so what is this? I assume it's obvious that Joe the Neighbor paying cash for your 4-hour service is not a valid comparison point. I deal with large companies, and it indeed requires a lot of paperwork.     You seem to skip one thing out of picture, which is public employee unions. In this case we, the taxpayers, are the corporation - and our interests may easily be against the union interests, as we're paying their salaries. Here in union-friendly Bay Area we just had one BART union, which wanted to strike because they didn't want to agree on pretty reasonable contract changes. Somehow they thought people in this environment would be happy to pay more in tolls, so BART station agents - a job which barely requires high school degree - would continue making 70K a year plus benefits.     I use Fused Networks. They're not dirty cheap (approx. $100 a year), but they are very reliable. There is always a phone number to call and to speak with actual engineer, and every ticket I submitted was replied in less than an hour (and the problem was usually fixed at this time). Comparing to dirty cheap 3ix which cost $30 a year but could go down for a day or two, it's heaven to hell. * Don't pray for me if you wanna help - just send me a check. *
