I can see how you interpret 15 and 19 as the right to vote but its not ensuring. The Constitution has many phrases used like in amendment 15 & 19. You will see that citizens of Washington DC can vote for President; 18 year old people can vote; you can vote even if you fail to pay a poll tax. The Constitution also requires that anyone who can vote for the "most numerous branch" of their state legislature can vote for House members and Senate members..... but t in all of this, the Constitution never explicitly ensures the right to vote, as it does the right to speech. It does require that representatives be chosen and senators be elected by "the people" and who comprises "the people" has been expanded by amendments several times in the constitution. Aside from these requirements, the qualifications for voters are left to the states and as long as the qualifications do not conflict with anything in the Constitution, that right can be withheld. In Texas if I'm not mistaken people declared mentally incompetent, or people currently on probation are denied the right to vote. Does anyone else find it funny that we made a SPORT out of an EMERGENCY PROCEDURE?!?! -

Amendment 15: "The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude." Amendment 19: "The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex. " Alexander v Mineta, the Court decided that approximately 600,000 residents of Washington D.C. have no legal recourse for their complete lack of voting representation in Congress (they have one “representative” in the House who can speak, but cannot vote). The Court affirmed the district court's interpretation that our Constitution "does not protect the right of all citizens to vote, but rather the right of all qualified citizens to vote.” And it's state legislatures that wield the power to decide who is “qualified.” As a result, voting is not a right, but a privilege granted or withheld at the discretion of local and state governments. Voting isn't a constitutional right. I haven't seen anyone post where in the Constitution it states voting is a right. Does anyone else find it funny that we made a SPORT out of an EMERGENCY PROCEDURE?!?! -

For argument sake, lets say this is correct. I still stand by requiring an individual to have knowledge prior to receiving voters privilege. Look back earlier into this thread about the "inner cities" not being able to vote. That same theory would apply to the Republicans "rural" areas. Both parties have people possessing Ph.D's and people who dropped out of high school. Can you support this with evidence? Where did you find the demographics? Does anyone else find it funny that we made a SPORT out of an EMERGENCY PROCEDURE?!?! -

I can't speculate whether or not that would prevent inner city residents from voting but I do believe that knowledge of our representative republic and US citizenship should be required to prevent manipulation and fraud. I simply meant to represent the state's interest as a whole. Yes they do represent the people but at a higher level than the representatives for specific districts. Does anyone else find it funny that we made a SPORT out of an EMERGENCY PROCEDURE?!?!

Party association is irrelevant.... the fact is that voting is not a constitutional right. Therefore we need a test to establish knowledge and comprehension in order to issue a license to exercise that privilege which is parallel to receiving the license to drive a car. Don't fret your mind over which party is more educated over the other.... that's petty subjective stuff. Does anyone else find it funny that we made a SPORT out of an EMERGENCY PROCEDURE?!?! -
I'm Republican and I am not sold on his entire ideology. An override to Supreme Court decisions by Congress would be homicide on liberty..... any Republican would tell you that. I will give him kudos on abolishing the direct election of senators. Senators are the interest of the states, not the people. Regarding abortion, I know I'm going to take bullets from my liberal skydiver friends but I'm all for this. No need to rehash this again but I cant justify extermination of the innocent in the name of convenience. It's Sunday morning.... I hope it's blue skies for most of us today! That would be nice but I think people are going to be watching for that kind of activity for next year. Frankly I'm tired of hear about voting "rights" when its truly a privilege. If you have to pass a test to have a drivers license in order to have that privilege then the same should be for voting. It requires knowledge and it affects others. Thing is that there aren't alot of Islamics posting on this site to Crucify. Another factor may be that the Muslim religion is more true ln it's simplicity. When they say there is one true God they mean it. I am not endorsing any particular religion but I have noticed that many of us in this forum love taking shots at Christianity but there are few shots at Islam.
