Sadly, this has been exactly my suspicion. This is not a new trick. It's a rather old one. I understand that this is a common approach with rabbits (dudes who runs from police). Yup Baltimore has paid out I believe more than $10 million dollars due to injuries sustained during rough rides, nickle rides, or whatever you want to call them.
