Second, news reports indicate that Hamas intentionally sets up rocket launching points in civilian areas, using them as human shields, to try and prevent counter-attacks. And if counter-attacks do occur, civilian deaths are likely, which Hamas then plays to their advantage in the media. But those civilian deaths are brought-on by Hamas themselves, with their tactics, and they use those people as pawns in their own propaganda campaign.
