Several witnesses, including municipal council members, said the attack began when gunmen - presumed to be Sunnis - fired on the funeral of a member of the Mahdi Army, a Shiite militia, killing nine mourners. Assailants then drove to the nearby market area in the town 20 miles south of Baghdad, killing three soldiers at a checkpoint and firing rocket-propelled grenades and automatic rifles at the crowd. After the gunmen sped away, they lobbed several mortar rounds into the neighborhood, the witnesses said. The assault occurred a few hundred yards from Iraqi army and police positions, but the troops did not intervene until the attackers were fleeing, the witnesses said. They spoke on condition of anonymity because of fear of reprisals. The U.S. command announced that three American soldiers were killed in separate attacks Monday - two in the Baghdad area and one in Anbar province west of the capital. At least 2,553 members of the U.S. military have died since the beginning of the Iraq war in March 2003, according to an Associated Press count. There were conflicting casualty figures in the market attack, with a Shiite television station reporting more than 70 dead. But local police and Dr. Dawoud al-Taie, director of Mahmoudiya hospital, said 50 people were killed and about 90 were wounded. In Baghdad, Shiite legislator Jalaluddin al-Saghir said Iraqi military authorities had ignored warnings that weapons were being stocked in a mosque near the market. He also said the local police commander refused to order his men to confront the attackers because they lacked weapons and ammunition. Dozens of Shiite lawmakers, including followers of radical anti-American cleric Muqtada al-Sadr, stormed out of a parliament session to protest the performance of the security forces. In Mahmoudiya, long a flashpoint of Shiite-Sunni tension, tempers boiled as frantic relatives milled about the hospital, scuffling with guards and Iraqi soldiers who tried to keep them outside so doctors could treat the wounded. "You are strong men only when you face us, but you let them do what they did to us," one man shouted at a guard. The Shiite television station Al-Forat broadcast strident quotes from Shiites who blamed the attack on Sunni religious extremists. They expressed outrage that Sunni politicians could not rein in the militants. The main Sunni bloc in parliament said the attack may have been retaliation for the kidnapping of seven Sunnis whose bodies were found Sunday in Mahmoudiya. The bloc accused Shiite-dominated Iraqi security forces of failing to control the situation. The events also raised doubts about the effectiveness of the U.S. strategy of handing over large areas of the country to Iraqi control, while keeping U.S. troops in reserve. U.S. troops of the 101st Airborne Division reported hearing detonations and gunfire, the U.S. command said. But Iraqi troops are responsible for security in Mahmoudiya, and American soldiers do not intervene unless asked by the Iraqis. Four soldiers and a former soldier from the division are accused of raping and murdering a teenage girl near Mahmoudiya on March 12. A sixth soldier is accused of failing to report the crime. The Mahmoudiya attack was part of a rising tide of tit-for-tat killings and intimidation that many Iraqis fear is the prelude to civil war. The campaign of intimidation and attacks is slowly transforming Baghdad into sectarian zones under the tacit control of armed groups that protect members of their sect and drive away others. On July 9, Shiite militiamen swept through the mostly Sunni neighborhood of Jihad in western Baghdad, dragging Sunnis from their cars and shooting them in the street. About 50 people were slain. Faced with such massacres, Iraqis are turning to sectarian militias to protect themselves because government forces cannot. Some Sunnis, who form the backbone of the insurgency, now say privately they want American troops to remain in Iraq to protect them from Shiite militias. Despite the security crisis, U.S. Commerce Secretary Carlos Gutierrez came to Baghdad Monday and signed an agreement with the Iraqis to encourage foreign investment and lay the foundation for a market economy after decades of state control. "We are convinced that Iraq is ready for recovery," Gutierrez told reporters, later acknowledging that "clearly, security is still the No. 1 challenge." Also Monday, the final group of Japanese troops left Iraq and arrived in Kuwait, ending Japan's two-year humanitarian mission in southern Iraq. The rest of the Japanese contingent, which had numbered more than 600, departed over the past two weeks.   3. Sure. And literally just about everyone in the industry will state that the weapon was not being pointed at you since it was in a holster and not being handled. That type of holster is a very very common way of carrying on a shoulder rig. Especially for large frame weapons and smaller people. I'm still laughing at the fact that with that the physics prof has the idea that a weapon secured in a holster that was made for that weapon that the weapon could magically go off. It really makes me wonder how much experience he actually has with firearms and if he actually understands them at all (even though he claims he's for gun ownership and used to shoot). You're not going to get an AD with a modern semi-auto while its in a proper holster (assuming that it is the holster that the weapon was designed for). There we go.   4. I was thinking the same thing. I was taught NEVER to have a gun pointed at anyone you didn't intend to shoot. You never know when it may discharge - recall a few years ago (April 2004) a DEA weapons intructor managed to shoot himself in the leg in front of a classroom full of kids by being careless. That was in an Orl, Fla. classroom full of (black kids in da hood school) kids. He was showing how safe guns are. It's on video.   8. You wouldn't be making nearly so much without your union, or you wouldn't be a member. Even in CA, that's above average income, for below average hours (unless you were doing 60+ hour weeks for those 8 months). Other than self-employed, I've never had a real job that paid for overtime even as straight time (I'm not counting pumping gas or working at McDonalds here), much less as time and a half. Good point you make about the $10 per hour around here. I don't see how those folks make it, even with 4 earners in a small household. That pay is for usually 50-60 hrs a week. Now. I haven't worked in some months now due to cronyism and nepotism and my BA's and BM's sitting on their collective fat asses losing all our jobs to non-union co.'s. I've only been in the union 4 ys (after working non-union all my life) so I know both sides of the coin. Non union is actually paying better these days due to incentives such as tax free per diem and housing and such. Time to take another look at my situation I guess. In addition to the film's visual focus -- a mass of concrete and metal that separates Israel from the West Bank -- its title (''Mur" in French) also plainly telegraphs the intention of this Moroccan-born, Jewish Arab filmmaker to explore emotional, cultural, and political divides. Unintentionally, her hands-off, hang-around approach to moviemaking also throws up some major hurdles for viewers, but we'll get to those in a minute. First, a bit of history: When the Israeli government broke ground in 2002 for the wall (they prefer the term ''fence"), it was promoted as a necessary security measure. It's the largest engineering project in Israel's history, loosely spanning about 400 miles of a volatile and controversial border known as the Green Line. The costly design offers multiple layers of protection that include barbed wire, sensors, watchtowers, and ditches, just in case 25-foot concrete panels aren't enough of a deterrent. Coming and going through the wall's checkpoints is a tiresome and undignified process that makes US airport security look like a cocktail reception. Whether or not it's warranted, the wall depicted in Bitton's movie seems mostly to be impeding shoppers, workers, and families who crawl over it and reach through it wherever they can, tagging every available surface with graffiti that makes a mockery of its serious mission. There can be no argument about the worthiness of this wall as a documentary subject. When a state is willing to imprison itself and scar the very land it holds sacred, it's only natural for filmmakers to ask why. Bitton poses the important questions, but too often she lets powerful responses get lost amid footage that lingers forever on some mundane location shot while interviews are happening mostly off camera. One of the few important chats conducted entirely onscreen is Bitton's artful interrogation of Amos Yaron, director general of the Israeli Ministry of Defense. It's priceless, especially the part when he admits his government's construction orders have harmed the environment, then reasons, ''It's all the Palestinians' fault." Bitton seems to want to make a point of being a casual, unobtrusive observer who's only there to record whatever happens by. That feels disingenuous, although it's not a fatal flaw so long as Yaron or some other compelling voice wanders into the picture periodically. When such forces are too-often absent for long stretches, and the filmmaker chooses not to impose a strong voice or direction of her own, all the topic worthiness in the world might not keep you awake. One, passed by Congress, is part of the D.C. Code (2001 ed. secs. 22-4501 et seq.) and regulates the purchase, possession and carrying of firearms. A newer law, passed in 1976 by the D.C. City Council requires all firearms to be registered, all owners to be licensed, and prohibits the sale of new handguns. It also prohibits anyone from bringing a handgun into the District or transporting a handgun through the city (D.C. Code 2001 ed. secs. 7-2501.01 et seq.). This digest summarizes both the Congressional law and the City Council law. In many respects, the City Council law duplicates, and adds additional restrictions on possession and purchase of firearms. In some instances, the superimposed requirements of the City Council law conflict with the D.C. Code requirement. Readers are cautioned that obeying the law requires compliance with both laws (or, in case of conflict, with the stricter of the two). PURCHASE Rifles and Shotguns A person may buy or sell a firearm only from or to a licensed dealer in the District. Delivery cannot be made until the registration certificate for the firearm is approved by the Metropolitan Police Dept. Ammunition may be bought only for the caliber or gauge of a firearm registered to the buyer. Handguns The sale of handguns in the District is prohibited. POSSESSION Rifles and Shotguns All rifles and shotguns must be registered with the Metropolitan Police. To obtain a registration certificate, the applicant must be 21 years old (or be over 18 and have a liability statement signed by his guardian), pass a vision test or have a valid D.C. driver`s license, and not be: Convicted of a crime of violence or a weapons offense. Under indictment for a crime of violence. Convicted of a narcotics or an assault or battery charge within the last five years. Acquitted of a crime by reason of insanity or adjudicated an alcoholic within the past five years. Committed to a mental hospital within the past five years. Suffering from a physical defect which might render his possession of a gun unsafe. Found negligent in any firearm mishap. No firearm may be acquired unless an application is first filed with the Metropolitan Police Department and a registration certificate issued. Any person bringing a rifle or shotgun into the District must "immediately" notify the Identification and Records Division. An application for registration must be filed within 48 hours after such notification. Handguns No handgun can be legally possessed in the District unless it is registered. All handguns registered in the District prior to Sept. 24, 1976, were required to have been reregistered by Feb. 5, 1977. After that date, no more handguns could be registered. Thus, it is unlawful to possess, acquire, or bring into D.C. any handgun which was not registered as of Feb. 5, 1977. CARRYING Carrying a handgun in the District is prohibited. All firearms are to be kept at one`s home or place of business. All firearms must be unloaded and disassembled or locked with a trigger lock except when kept at a registrant`s place of business or while being used for lawful "recreational" purposes. A D.C. license to carry a pistol is needed for one`s home or business and the pistol must also have been registered prior to September 24, 1976. Self-defense in one`s home with a firearm is therefore legally precluded. NON-RESIDENTS Nonresidents are prohibited (subject to the recreational activity exception) from carrying or possessing a firearm while traveling through the District unless the gun has been registered with the Metropolitan Police. NOTE: As a practical matter, the police have advised that they will not interfere with nonresidents passing through the District with a firearm, providing the person does not stop, and the firearm is unloaded, securely wrapped and carried in the trunk. RECREATIONAL ACTIVITY EXCEPTION Residents and nonresidents of the District may possess firearms while going to or from and while engaged in lawful recreational firearms related activity, provided that their firearms are legally possessed in their place of residence. In addition, the person should be able to "exhibit proof" that he is on his way to such activity and must transport the firearm "unloaded, securely wrapped and carried in open view." NOTE: A District resident must ensure that his firearms are registered with the police and he may not borrow, loan, give or rent another person`s firearms. ANTIQUES AND REPLICAS An antique firearm is any firearm with a matchlock, flintlock, percussion cap, or similar type of ignition system manufactured in or before 1898 and any replica of any firearm so described if such replica: is not designed or redesigned for using rimfire or conventional centerfire fixed ammunition; or uses rimfire or conventional ammunition which is no longer manufactured in the United States and which is not readily available in the ordinary channels of commercial trade. Such firearms are exempt from the registration requirement. Also exempt from the registration and license to carry requirement are antique pistols unsuitable for use as firearms. NOTE: The reader should be aware that there is a problem with conflicting definitions of replicas. The old Code only exempted pistols "unsuitable for use" from the statutory restrictions. The D.C. police have advised that they are not registering replicas, and a loaded operational replica will be considered a "lethal weapon" and cannot be possessed in that condition. NATIONAL FIREARMS ACT FIREARMS Machine guns, which are defined as firearms which automatically fire more than one shot by a single function of the trigger and includes semi-automatic weapons which fire more than 12 shots without manual reloading, are prohibited. NOTE: This prohibition extends to all semi-automatic firearms which can be fitted with a clip or magazine containing 12 or more cartridges. This includes .22 caliber rifles with 15 shot tube magazines as well as automatic pistols with 14 shot clips. MISCELLANEOUS Any person who commits a crime of violence "when armed with or having readily available any pistol or other firearm (or imitation thereof)" shall, in addition to the sentence received for the crime itself, also receive an additional sentence. It is unlawful to possess any firearm, including an imitation handgun, with intent to use it unlawfully against another. It is unlawful to change, alter, remove or obliterate the maker`s name, manufacturer`s number or other mark of identification on any handgun. Possession of a handgun with an altered mark shall create a legal presumption that the possessor committed the offense. It is unlawful to carry a gun within 1000 feet of a public or private day care center, elementary school, vocational school, secondary school, college, junior college, or university, or any public swimming pool, playground, video arcade, or youth center, or an event sponsored by any of the above entities. I do have a couple old trucks and a couple computers and a new skydiving rig I bought. How the fuck does someone making 10 $ an hr. or less survive? SAD Edit to add : 50k to insurance and union dues in the last 4 yrs. Never used a fuckin penny of insurance and it's cancelled because I HAVEN'T worked in a few months. And the union sent/gave our Pres. and the Sect./Treasuer last yr.(
