My take is that an individual who wants to stuff ballot boxes by walking into polling places and fraudulently marking ballots could possibly falsify two or three votes -- thereby achieving exactly nothing. If someone was truly ambitious they'd start an electronic voting machine company and get a near-monopoly contract for the nation. That's going to be a lot more effective.
