Airlines do have a responsibility to ensure that the people on their planes are who they say they are, for a number of reasons. But Ryanair are an absolute shit show of an organisation from top to bottom and it kinda figures that someone in their management has taken it upon themselves to institute this bizarre ‘test’.

Hi 2005, I would suggest that you then do something about it. Last month, here in Oregon, we held our primary elections. I donated the most money I have ever donated to any candidate, to a woman running for the D nomination in a Congressional district that I do not live in. In Nov, because I do not live in her district, I cannot vote for her; as I also could not do this recent May. Later this summer, I intend to make donations to three US House candidates, all here in Oregon, all female, all D's, from districts that I do not live in. And, I cannot vote for any of the three.
