I disagree....as JumpMunki has already said in the UK when we 'flightline check' each other....if we dont know what they are doing,we ask....any doubts about suitability of equipment can be raised at this point.......and if they are still insistant, as said....they will have to get someone else to sign them off.
People have to then go through a couple of stages of ignorance...ie not knowing about the suitability of their equipment......ignoring advice from other jumpers or the person who is 'checking them' on the flightline....
If they still dont listen after all that....you are correct....the only probable way they will learn is a prem.deployment......all's I know is If i am on the same load as them......I'll be a long long way away from them...;)

In the UK, for FS coaching:

- 300 jumps and 3hrs freefall
- 2+ years in the sport
- One of the following should also apply:
(i) Is Category System Basic Instructor, or
(ii) Has attended an NCF Key Course on `Delivering the Goods`, or
(iii) Has specific teaching or coaching qualifications, or
(iv) Has attended a Methods of Instruction lecture, given by a BPA Advanced Instructor, or
(v) Has attended a Military Methods of Instruction Course

So, fairly comprehensive I guess. :)
Oh, and I would add in that the CSI has to recommend the person as well, and I seem to remember that the person has to be evaluated, commonly by an AFFI.

Don't think there's anything defined for FF (although CF has special qualification requirements again), but I believe it's FS coach at a minimum with additional CCI clearance for taking novices out freeflying...
