ast4711 0 #3 March 2, 2006 I guess you are referring to adobe premiere pro. I don`t know premiere elements, it may be different there. Place two Clips in the Timeline, one on Video1 and the second in Video2, so that they are placed on top of each other. Then select the Video2 clip (the one you want to appear smaller) in the timeline. Then go to the effects settings and scale it down. This is also where you can change the horizontal and vertical position of the clip.
