It's like putting sunglasses on your camera. It simply lowers the light level going into the camera -- nothing more.

If you where shooting if full sunlight at noon a picture of bright, white snow covered ski slopes and wanted to see the white, fluffy bunny AND your camera was having difficulty adjusting its iris because, hey, that's really bright, then yeah, it would be useful.

If you were shooting an interview outdoors and wanted the background in slightly less focus so as to draw attention to the subject, then yeah, again, maybe useful.

For skydiving? Not so much.
