There are a lot of things that are "law" not because they WILL kill you if you don't follow them, but because they MAY kill SOMEONE SOMEDAY if they're aren't followed (usually they already have). Or, the rule simply keeps someone from taking the next step beyond it, which may have dire consequences. Facts are these - many people aren't smart enough to keep themselves from getting killed without some sort of guidance. The unfortunate part is that many of those people still sue...even when it was their own negligence that got them in trouble in the first place! "It couldn't possibly be my fault..." Responsibility?
