I just went into every forum listed there except for Incidents, using the "Forums" tab at the top of the page to get back to the category list each time. In the top four forums I opened the thread listed on the right as having the most recent activity. Notice that none of the red numbers changed! HH, this makes moderating a pain in the ass!
