The General Membership Meeting took place shortly after 7:00 Friday evening. Both meetings were held at Liberty Lanes in Fredericksburg, Virginia, 45 minutes south of Washington, D.C., on Interstate 95 and adjacent to the property purchased for the future USPA Headquarters. Sherry and the late Jerry Schrimsher will be presented USPA's highest honor, the USPA Achievement Award for 2002. The Schrimshers are the first to be named since 1998. Bill Booth and Ted Strong will each receive the 2002 USPA Gold Medal for Meritorious Achievement. USPA approved the details of changes that will align the USPA skydiving license program with the Federation Aeronautique Internationale, effective this September. Relatively few changes affect current license and rating holders or competitors. In order to reduce further losses of USPA general operating funds due to skyrocketing third-party liability insurance premiums, the Board of Directors raised the exhibition insurance costs to demonstration jumpers by 50% effective August 15, 2003. This will help offset the growing subsidy of the exhibition insurance premiums by membership dues. While the number of claims for demonstration jumps tend to be small, the dollar amounts of these claims substantially exceed those made by the individual members at drop zones. This action is intended to be a short-term, stopgap measure while alternative third-party insurance options can be examined." Perris Valley Skydiving was named host of the 2004 U.S. National Skydiving Championships. Florida Skydiving Center in Lake Wales will again host the collegiate nationals. USPA will submit a bid to host the 2005 World Parachuting Championships of Formation Skydiving, Artistic Events and Canopy Formation at Skydive Arizona. USPA National Director Scott Smith replaces Morten Berger as Meet Director for this October's U.S. National Skydiving Championships in Lake Wales, Florida. The 2004 drafts of the Skydiver's Information Manual and Instructional Rating Manual were approved and should to be in publication by September. Mark Baur, of Wisconsin, and Frank Carreras, of Germany, were granted privileges to conduct the USPA Accelerated Freefall Instructor Rating Course. USPA Coaches were added as recommended personnel to conduct recurrency training for licensed jumpers. A USPA Instructor supervises all USPA Coach activities. Despite a three-month campaign to collect proxies, USPA lacked the required combination of membership attendance or proxy votes to conduct business at the annual General Membership Meeting. A 30-minute informal open discussion followed the one-minute official meeting. USPA is submitting a bid to the world organization to host the world meet, stipulating Skydiving Arizona as the proposed site. Skydive AZ could not submit such a bid.
