You could be cleared for solo freefall, but you still have to ride up with a jumpmaster and need to wear a radio for canopy flight (i.e. S/L progression).

Depends what your definition of solo is.

Cleared for solo at Blue Sky Ranch means i go up & come down alone but they still give me a radio for pattern & landing help, if needed. Also, i can't manifest myself, instructor has to do that for me.

Does this mean "cleared to self-supervise" also?

Cleared for solo at Perris means that I'm allowed to rent non-student gear from Square One, manifest myself, pack for myself [IF I've taken the packing class and been given the green light to pack] and go up and come down unassisted. I have to buy jump tickets from the school rather than manifest, but it's my decision [and responsibility] to manifest myself. I cannot land in the grass landing area until I have a license. Obviously, I can't do anything other than a solo unless I'm doing a coached jump.
