JohnMitchell 16 #10 October 18, 2005 They are installed for increased longitudinal stability for any aircraft that has external additions moving the center of pressure forward. e.g. floats, space shuttle, or anything else ahead of the center of gravity that would catch air and throw your longitudinal stability off. Think if you put extra fins (or anything that catches air) near the front of an arrow. You'd have to add extra or larger fins near the back to keep the arrow flying straight. It has nothing to do with water, per se, just aerodynamics.
