Low pull by Redbull Demo Team member, any guesses on the altitude?

Looks like a BASE canopy to me. It's also a fairly normal opening altitude for many BASE jumpers, and a fair bit higher than some of the demo openings I've seen from European jumpers (search through the SM.com server for "Low Pull in Slovenia").

I'm curious how they got permission to do that in the US. Anybody have any specifics on that?

Not being able so see it well, but the fact is a RB demo, and it's location, I'd guess a BASE canopy in a large skydiving rig. Nothin illegal about that. Deployment altitudes are a BSR only aplicable to a USPA DZ. On a demo if it's not specified by the approving FSDO and it's not busting an FAR then it's all good.....

This is a pull around 200 feet. Compare the canopy time of the two jumps. I'd say that Diverdriver is on the right track with 600-800.

A slider up pull at 170 feet without a wingsuit _might_ be survivable. It certainly wouldn't allow any flare, and would probably cause injury if landed on hard ground.
