A skydive is a skydive. If he made 10 tandems with an unlicensed non USPA member tandem master, or 50 skydives signed verified by a non USPA member, and then wanted to count it toward his USPA license, it would only take one signature by a USPA instructor or S&TA to verify from his log book that he did the jumps needed to get his license.
