I'm sorry you can not fall as fast/slow any paper thing can. There is a thing called skyball, a tennis ball sized of thing filled with lead. You can tune that with your freefall speed. The bad news is that you might not be allowed to use it everywhere. You might train your canopy/CRW skill with a paper streamer under canopy.
