TSA Proposed Rule - This could be trouble

The TSA is proposing new security rules for aircraft over 12,500 lb... such as CASAs.

- The owner/operator must assign a security director to oversee flight operations.
- The security director must obtain TSA approval for the security program associated with every operation of the aircraft.
- The security program must be audited and approved by the TSA.
- The owner/operator must submit fingerprints of all flight-crew members to the TSA.
- The owner/operator must submit a passenger manifest for each flight to the TSA.



That last one wouldn't work too well for us if it's gotta be done in advance.

The comment period ends Dec 29... EAA is trying to get it extended to March 31.

How is TSA going to handle this deluge of information? and what could they possibly to with it?

The only use it could be would be after the fact.

Well, the vast majority of jump planes wouldn't be affected... including twin otters. But if this goes through, what stops them from lowering the weight cutoff to 8000 lbs next time around? How long till every aircraft passenger needs to be approved by the TSA?

I can understand security concerns when it comes to large aircraft. But I'd hope that the TSA would make an exception for skydiving when it comes to worrying about who the passengers are. Hijacking a skydiving plane wouldn't be too successful. Besides, I'd think the main concern would be a terrorist stealing a big plane, not hijacking it.

Even with a 747, the only way the manifest can be accurate is if it is submitted after the doors close. Up until boarding stops, some people will always change their minds and others may buy last minute tickets. If its in advance, it will not be 100%. I guess that any manifest submitted for a skydiving operation would just be considerably less accurate.....

They're probably picturing a group of explosives-laden suicide skydivers being dropped over a metro area.

I don't really see what good the manifest would be if they blow themselves to smithereens......

Hey, Van .... does that mean YOU as the Pilot would have to fax a manifest before you could take off? That would certainly slow-down turnaround times!

This would never work. The rule is D.O.A.
