You could use a crossbow, with a hook/wire that you shoot into the building across the road, hook a carabiner, and slide on through the window on the other end. James Bond style. Then there is always the "other" method, the cheap way. Get a retired student canopy/harness, run to the roof, open it up and run till it is inflated, and just run over the edge.
