Military and NASA are willing to pay big bucks for research and development. Once the expensive development is complete, manufacturers cheerfully sell it to the public for a cost as high as the market will bear. The military care little about emissions, but take fuel efficiency very seriously as it can cost up to $5,000 to move a gallon of diesel fuel to some remote outpost in the mountains of Afghanistan.
