IMO this is a pre-midterms measure to define the parties for the voter. Which brings me to Kentucky. Thousand year floods again and again. In the backyard of Mitch McConnell, climate denier. Biden should have extracted something from McConnell before he offered federal relief funds. Flood victims were interviewed who stated that the single wide that they rented. Had been flooded three times recently. I guess the owners who vote for McConnell don't know you can relocate those trailers to higher grounds. But Kentucky mismanages its FEMA benefits.
