But more seriously, this Act looks like a tool designed to help a state or region get Federal help in an emergency. I could be a valid tool, I don't know. But I will point out that this is an event that will affect the whole nation. The Federal Government is likely to be spread pretty thinly. Everyone is going to be competing for the same resources. In most disasters a state can usually count on its neighbours for some support. This is going to be a different matter. I really wish politics could be left out of the effort to protect the nation. Not going to happen though.
