Cohen has a lot of experience as finance chairman for the RNC - and he has plenty of experience using dirty money to pay to cover up embarrassing GOP gaffes. A pardon could get them an experienced money man lickety-split. If not, then perhaps Manafort. Or Gates? Or Papadopoulos? Flynn? Stone? Patten? Jesse Jackson Jr & his wife went to prison over misuse of campaign funds. Of course, the fact that it's illegal won't slow Trump down much.
