From what you posted this plan doesn't quite do that. It _reduces_ the amount of money you get under the "required minimum distribution" that you have to start taking when you hit age 70. However, since you can always take more, that's not a penalty - it's merely a lower limit. So overall that's good. The second part is pretty nebulous - it talks about allowing larger pools of companies to coordinate to offer 401k's. If the end result is that there are fewer restrictions on the types of companies that can jointly offer a 401k that will be a good thing for small businesses who can't afford the overhead right now.
