This program will include... a mechanism to assess whether or not the applicant has the intent to commit criminal or terrorist acts after entering the United States. (b) The Secretary of Homeland Security, in conjunction with the Secretary of State, the Director of National Intelligence, and the Director of the Federal Bureau of Investigation, shall submit to the President an initial report on the progress of this directive within 60 days of the date of this order, a second report within 100 days of the date of this order, and a third report within 200 days of the date of this order. According to the EO Extreme Vetting means finding out if they are who they say they are and if they want to blow anything up while in the US. And according to the EO they don't know how to do that yet, and they're budgeting at least six and a half months for figuring out how to do it. Edited to add: Mohamed Belkhadir was running from the scene because while administering first aid he saw a man with a gun approaching. Turned out that was a police officer. Police officer arrested him after a pursuit, cause he was running from a shooting. Understandable behaviour from both sides really. As always... I live about 5 miles from where the shooting took place. The ''Moroccan'' Citizen (guy has dual Canadian/Moroccan citizenship, actually) was among other muslims attending the prayer, that night. He was a witness to the shooting, and fled the scene as soon as he was able to. So when police force arrived at the scene (quite quickly, actually), they saw him fleeing, so they went after him, and arrested him, thinking he might be one of the attacker at the mosque, that night. He was released quickly, after it was demonstrated that he was actually a muslim praying there with other muslims. The attacker, Alexandre Bissonnette, is actually a white supremacist, a staunch Trump supporter, was also known to be a right wing supporter, and also propagating Marine Le Pen Front National ideology...
