There has been disagreement in the calculated inflation rate, as it affects SSI payments, for over a decade. The inflation rate was adjusted to reflect the fact that many of us now spend a higher percent of expenditures at cheaper vendors, such as Costco, Walmart, HD, Amazon, etc, and less at regular grocers, ACE Hardware, etc. So that helps to keep the cost of living down, if you live in an urban area that has the volume to support that type of store. If you are in a small community without such, then you have had a higher inflation, at least in the area of such expenses.
