Let's see what he did: "Saucier methodically documented the entire propulsion system of the nuclear submarine, including the design of its nuclear compartment and its nuclear reactor." How did they find out? Someone found the cellphone with all the pictures still on the phone's memory on top of a garbage pile. During the investigation, they discovered he took a trip to Mexico right afterwards; they also found an "African Dream" overseas phone card. When confronted, he denied taking the pictures. He then destroyed a laptop, another camera and a memory card and threw them into the woods, hoping they would not be found. (They were.) He also took a handgun that wasn't his, cleaned it with bleach and hid it under the dryer in his house. Sounds a lot more serious to me. Other sailors have been caught taking selfies in the engine room and received much more lenient penalties - fines, warnings and demotions.
