Well ya, no shit - more people working less hours. In Michigan there is a financial incentive for business to cut the hours of their current employees and hire more minimum wage workers. Instead of 16 employees working 40 hours at $8.50/hr, just hire 32 employees at 20 hours and you'll never have to pay into unemployment - but just don't forget to make the schedule sporadic enough so that it make it's real tough for them to find time for a second job. . .
