It affects me and will, overall, improve power quality and reliability of the grid and enable a transition away from coal based power to renewable sources of power. You dislike it because it won't make your company more money, and will in the long run hurt it - so you selfishly oppose it.

Fortunately for the US, most people support it.

That is the O and M administrative fee to cover the record maintenance of your account (paper work)

The cost to maintain your grid connection is in your rate per KWH

DWR Bond Charge
City of San Diego Franchise Fee Differential
Franchise Fees on Electric Energy Supplied by Others
State Surcharge Tax
State Regulatory Fee
Distribution
Transmission
DWR Revenue Adjustment
Minimum Charge Adjustment

Nothing about O+M.
