Here in the US, a drought means you can't water your lawn for a few months; in many developing countries, it means thousands die of starvation. There are a lot of people living on the edge, and it doesn't take much of a change to push them over that edge. We've all heard charities say "just a few cents a day can save a child from starvation." That's true because it doesn't take much to save the life of someone who is starving.
