The hole remains large, despite the fact that world ODS consumption all but disappeared about a decade ago.

Yep - and it will take decades to break the remaining CFC's down. Chlorine concentration peaked in 1994 and deceased by 10% by 2008.

Fortunately the ozone layer is recovering. In 2006 ozone in the atmosphere was measured at 84 DU's* peak ; in 2015 it recovered to 101.
