A declining population wouldn't allow you to maintain what you currently have in the future, since you'll have a bunch of retired old people and very few young people to pay their share. The welfare state Ponzi scheme. Has nothing to do with welfare state. In order to have money to invest in infrastructure (or pick any part of the government you somewhat agree with), you need people working and paying taxes. You need a somewhat healthy economy.
